MAPUTO, MOZAMBIQUE — July 17, 2025 | All in Maritime News

In a critical operation underscoring the strategic role of port integrity within the global trade architecture, Observater Surveys and Services Ltd has successfully completed a comprehensive cargo tally survey at the bustling Port of Maputo. The survey, conducted with meticulous precision, is being hailed as a pivotal checkpoint in ensuring transparency, accuracy, and accountability for cargo movements through one of Southern Africa’s most vital maritime gateways.

A Strategic Port Under Pressure—and Precision

The Port of Maputo has seen a significant rise in throughput volumes over the past 24 months, fueled by diversified exports, increasing transshipment cargo, and growing demand for mineral and agricultural commodities routed through Mozambique. But with rising volumes come rising risks—from pilferage and cargo shortfalls to packaging errors and unreported damages.

Observater’s intervention, via its flagship tally survey service, offered a timely and independent verification of cargo counts during offloading and transfer procedures, protecting stakeholders against costly disputes.

“Cargo tally surveys are not just box-ticking exercises,” said Daniel Esilaba, a senior marine surveyor at Observater and regional coordinator for Southern Africa. “They are operational audits that form the foundation of credible, dispute-free maritime logistics.”

What a Tally Survey Really Means for Trade

A cargo tally survey—at its core—is an independent, physical verification of all cargo units as they are loaded or discharged. Unlike shipping manifests or terminal logs, which often rely on expected or declared figures, a tally survey confirms actual cargo movement on the ground.

Observater’s Maputo deployment involved:

  • Full headcount and itemized inspection of individual cargo units.
  • Visual assessment for signs of damage, improper packaging, or moisture.
  • Documentation of discrepancies between declared and received quantities.
  • Real-time reporting shared with stakeholders across the chain—shippers, consignees, underwriters, and port operators.

“In today’s fast-paced maritime economy, even a minor miscount can snowball into financial claims or insurance disputes. Our job is to prevent that,” Esilaba added.

Tallying at Scale: Why Maputo Matters

The Port of Maputo is more than a regional exit point for Southern African cargo—it’s a linchpin in the corridor connecting South Africa, Zimbabwe, Botswana, and Eswatini to international waters. With volumes forecast to surpass 30 million metric tons annually by 2026, reliability in cargo operations is no longer optional—it is existential.

Observater’s work helps maintain:

  • Cargo visibility: Knowing exactly what arrives and leaves.
  • Loss prevention: Detecting theft, mishandling, or under-delivery early.
  • Dispute reduction: Establishing fact-based records for future claims.
  • Operational accountability: Holding all actors in the supply chain to a documented standard.

Africa’s Supply Chain Needs Trusted Eyes on the Ground

Observater Surveys operates in over 45 African countries, delivering frontline risk prevention services that meet global marine insurance and shipping standards. From Mombasa to Maputo, Dar es Salaam to Dakar, the company is becoming synonymous with cargo integrity, marine claims expertise, and survey excellence.

“Our tally surveys are not just for compliance—they are a shield for shippers, insurers, and consignees alike,” said Esilaba. “We don’t just count. We protect value.”

The Future of Port Reliability in Africa

As more ports across Africa compete for global trade, the role of third-party verifiers like Observater is growing exponentially. From tallying and draft surveys to cargo damage inspections and risk audits, independent oversight is no longer a luxury—it is the minimum viable standard for modern maritime logistics.

In an age of automation and high-stakes trading, the presence of a reliable surveyor at the dockside remains a critical difference-maker.
